There are many scripts to run program on startup but not so many for shutdown. Well this is the feature of gpedit to run programs(BAT, CMD, EXE, JS, VBS and other files) on shutdown , logon , logoff , startup.Here's the way:

* goto run type gpedit
* goto Computer configuration->windows setting->scripts.( it opens this window.)

* to add a script double click on shutdown
* click add button in this new window and locate your program.

* There are corresponding folders for Startup, User\Scripts\Logon and User\Scripts\Logoff

Scripts or programs may be located anywhere on the computer but a convenient location for scripts is provided by the folder
C:\WINDOWS\System32\GroupPolicy\Machine\Scripts\Shutdown
